中国东南沿海平潭岛生态安全动态评价

摘要:
客观评价平潭岛大规模城市化进程中生态安全动态状况,对实现海岛开发与生态环境协调发展有重大意义.依据平潭岛的实际情况,采用德尔菲法筛选出34个评价因子构建了生态安全评价指标体系.采用熵权法与变异系数法计算出熵权权重与变异系数法权重的组合权重,分别采用关联系数平均值法与赋权法计算得到生态安全灰色关联度,对平潭岛2005~2015年的生态安全状况进行动态评价,增强评价结果的客观性与准确性.依据关联度平均值发现2006~2009年平潭岛的生态安全状况处于临界状态,其中2007年的关联度平均值最小,只有0.570 0;2009年7月正式建立平潭综合实验区之后,随着大量开发资金的投入,越来越重视海岛开发与环境保护的协调,2010~2015年海岛生态安全状况一直处于良好状态之上,其中2011年关联度平均最大达到0.825 9,生态安全状况处于理想状态.

Dynamic assessment of ecological security of Pingtan Island in southeast of China

Abstract:
To evaluate unbiasedly the dynamic situation of ecological security in the process of largescale urbanization in Pingtan Island. It is of great significance to realize the coordinated development of island development and ecological environment. According to the actual situation of Pingtan Island, 34 evaluation factors were screened out with Delphy method, and the ecological security evaluation index system was constructed. The combination weights of entropy weight and variance coefficient are calculated by entropy weight method and coefficient of variation method. The grey relational grade of ecological security was calculated by means of correlation coefficient average method and weighting method respectively. The ecological security status of Pingtan Island in 2005~2015 was evaluated dynamically to enhance the objectivity and accuracy of evaluation results. According to the average correlation, the ecological security situation of Pingtan Island was found to be critical in 2006~2009. Among them, the average correlations in 2007 was the smallest, with value 0.570 0 only. After the officer establishment of the Pingtan general experimentation area in July 2009, furnished with the development funds, more and more attention has been paid to the coordination between island development and environmental protection. In 2010~2015, the ecological security situation of the island was in the state of good condition. Among them, the average correlation reached 0.825 9 in 2011, and the ecological security situation was in an ideal condition.
